Agency Cost

All agencies charge a variety of fees in order to provide you with a donor or surrogate and to make sure that all legal, psychological and certain insurance needs are covered.  To help you to know what to expect I will give you a general range of agency fees which may vary quite a bit from one agency to the next. 

Generally speaking donor agency administrative fees tend to be very similar usually in the $5,000 range.  This does not include the donor’s fee, medical fees or donor expenses. Some agencies give you a bundled fee that includes legal fees, psychological fees, insurance fees and the agency administrative fee.  Others charge a separate fee for each service or have you pay each service directly to the service provider.   There is usually no room to negotiate these fees.  Most agencies spend a lot of money to recruit donors and don’t have a high profit margin.  The other related fees for legal, psychological etc. are fairly standard and again have no wiggle room.

Donor fees are the greatest variable.  A donor’s fee can range from $4,000 to  $10,000 if the agency is abiding by ASRM guidelines.  If their donors are charging a higher fee it could go as high as $30,000.   I don’t recommend paying fees this high but for some intended parent’s, to get just the donor they want, they may feel it is justified.  Just know that you don’t have to pay that much to get what you are hoping to find in a donor. 

With surrogacy the fees are higher because you’re dealing with a longer more complicated process.  It is a little harder to compare administrative fees but it is pretty safe to assume that you get what you pay for.  If the surrogacy agency has an extremely low administrative fee may be just a matching service.  They have surrogates who they will match but you will be on your own to handle the details.   

Full service surrogate agencies charge an administrative fee of $16,000 - $21,000.  You want a program that will support you from match to birth and beyond.  Some agencies are more hands on when handling cases than others.

Surrogate fees can vary from $18,000 to $35,000 and up.  Surrogates really do so much for what breaks down to a few dollars a day. These wonderful women more than earn their compensation for the wear and tear on their bodies and the strain on their family.  Expect most surrogates to receive compensation for expenses plus incentive for attending monthly support group meetings.

Basic Donor Agency Cost

The following fees do not include any medical cost for services or medications required.

  • Administrative fee: $5,000 - $7,000
  • International fee: $500 - $2,000
  • Donor fees: $5,000 - $10,000
  • Donor Expenses $600 - $6,000 (if travel in required)
  • Legal fees: $750 - $950
  • Donor Insurance: $400 - $500
  • Donor Psychological Screening: $400 - $1,000 (depending on level of testing. Expect an MMPI at a minimum usually intelligence testing will cost you more)

Basic Surrogate Agency Cost

The following fees do not include any medical cost for services or medications required.

  • Administrative fee: $5,000 - $23,000
  • International fee: $2,000
  • Surrogate fee: $22,000 - $35,000
  • Allowance: $200 per month
  • Support group meetings: $100 per month
  • Legal fees: $2,000 - $8,000 (depending on the extend of their duties if they manage the trust/escrow account expect the fee to be on the higher end)
  • Psychological fees: $1,000 - $4,000  (depending on how involved they are)
  • Clothing allowance: $600 - $1000 one time fee
  • Transfer fees: $750
  • Expect to pay more for a twin pregnancy, avoid triplet pregnancies but if it should occur the fee will again be higher due to added bed rest. 
  • All surrogates require health and life insurance.  The cost of insurance can vary depending on the insurance plan.  Getting health insurance to cover surrogacy can be difficult.  The only health insurance that truly covers surrogacy is through Beitler Services www.beitlerservices.com.  It is expensive insurance but at least you know you're covered.  If a surrogate mother has her own insurance and her insurer finds out that she is a surrogate, she is at risk for losing her coverage.
